[discussion] "University reform" (Shoko)

In June 2001, the Education, Culture, Sports, Science and Technology Ministry announced a plan for national universities and colleges reform. The plan said that national universities would be independent and become public corporation in 2004.
And in September 2001, an interim report was published. According to the report, main policy is as follows.

1. By introducing management methods of private enterprises, universities will aim at the highest educational level in the world, develop their own uniqueness, and activate administrations.

2. Universities will decide by themselves how to use their budget, what faculties they have, who they hire as staff members, and so on.

3. Evaluation of the universities will be done by specialists and civilians, and the budget will be assigned according to the evaluation results.



Especially concerning No.3 above, the top 30 universities (national & private, including colleges) will be chosen in each 10 fields and the major budget will be assigned to those 30 universities.

Read the material (I will give it to you on Saturday) and discuss questions below.

(1) What do you think of selecting top 30s ? Are you for or against and what's the reason ?
(2) Is tuition raised up or not ? Why do you think so ?
(3) Does the number of universities decrease as the result of the selection ? Why do you think so ?
(4) Do you think any other problems arise from this reform ?
